[ARCHIVED] Allen Police Department welcomes two new officers

Allen Police Department welcomed two new officers this month – Officer Richard C. Caldwell and Officer Rory Kelly.

Officer Richard C. Caldwell

Officer Caldwell was born in McKinney and raised in Nevada, Texas. After high school, he enlisted in the US Air Force where he served six years as a Security Forces member. Richard deployed to Kuwait in 2012 to provide security at the Kuwait City International Airport. He then transferred to F.E. Warren AFB in Cheyenne, Wyoming, where he provided security for ICBMs under the Air Force Global Strike Command.

While stationed in Wyoming, Richard married his longtime friend from high school. After an honorable discharge from the Air Force, Richard was hired by the Sachse Police Department in 2017. During his time in Sachse, he earned his Intermediate Peace Officer’s license and a lifesaving award. Richard served in Sachse until he transferred to Allen PD. 

In Richard’s off time, he likes to spend time with wife and three children as well as watching sports and traveling. Richard looks forward to serving Allen and its residents.

Officer Rory Kelly

Officer Kelly grew up in Garland, Texas. After high school, he enlisted in the US Marine Corps Reserves where he served as an Aviation Supply Specialist. He was honorably discharged from the Marine Corps in March 2020 as a Sergeant and the Non-Commissioned Officer in Charge of the MALS-41 Supply Accounting and Personnel Administration Division.

Rory began his law enforcement career in December 2016 with the Sachse Police Department. While in Sachse, Rory joined the Special Response Team, attended Basic SWAT school, and, ultimately, took the role of Designated Tac Medic in lieu of an official position. He also served as a Field Training Officer. Rory received a lifesaving award in 2020 for his rapid intervention after a construction worker was electrocuted and fell from a two-story ladder. 

In his off time, Rory enjoys spending time with his wife and three children. He also enjoys the outdoors, shooting, rock climbing, reading, watching movies with his family, and playing Minecraft with his kids.
