[ARCHIVED] Community Development Block Grant is Helping Families, Saving Homes

A grant to help low- and middle-income families in Allen is doing its job, according to an annual report presented to Allen City Council.

The Community Development Block Grant (CDBG) is designed to expand and maintain affordable housing, educate low- and middle-income families on home ownership, and provide social services to the Allen community.

Planner Patrick Blaydes explained how the $283,000 federal grant was spent during the City Council meeting on Tuesday, Nov. 25. The 2013-2014 expenses included:
• $185,000 in one-time, forgivable grants for home rehabilitation and repair
• $42,000 in rent and utility assistance, managed by Allen Community Outreach
• $2,196 in administration costs, including training and computer software

Ten residents were able to repair or rehabilitate their homes because of the CDBG. Four received help with urgent repairs, such as broken pipes. Allen Community Outreach (ACO) helped 119 people pay their rent or utility bills when unforeseen circumstances – such as medical bills or major car repairs– put them at risk for late payments. All $42,000 administered by ACO went directly to Allen residents. Residents can receive the assistance only once.

The city spent 80% of the federal grant, totaling $229,196. The remaining money will roll to upcoming projects, including a workshop to educate potential homeowners on the purchasing process and housing laws.

Eligible Allen residents may receive up to $25,000 for repairs and weatherization improvements to their home. Assistance is provided as a five-year, forgivable loan. Applications are available in the Planning & Development Department in Allen City Hall. Residents may also request that an application be mailed to them by calling Patrick Blaydes at 214.509.4164.
