On March 24, 2020, Allen City Council unanimously appointed Debbie Stout to fill the vacancy created by the departure of Mayor Stephen Terrell. She will serve on a temporary basis until the next mayoral election is held. Debbie Stout has a history of public service in Allen. She believes that everyone has a responsibility to contribute where they can.
A resident of Allen since 1980, Debbie served on City Council from 2001-2012 and as Mayor Pro Tem from 2007 to 2012. However, her record of public service does not end there. Debbie has previously been involved with organizations like the Allen Kiwanis Club, the Allen Public Safety Recovery Fund, the Allen Community Outreach Board, and many more. She also served as Councilmember Place No. 3 for a temporary period.
A brief overview of Debbie's civic involvement shows her dedication to Allen’s future and her fellow residents. She has served as a Council representative on the Mayor’s Committee, the Nominating Committee, and the Public Art Committee and Arts of Collin County. Additionally, she has served on the Allen Community Development Corporation, the Allen Economic Development Corporation, and the Arts Center of North Texas Board.
Debbie is a member of the Allen Rotary Club, and served on the Board of Trustees for Texas Health Allen from 2010-2017. She has worked for the Allen Community Outreach since 2015, and continued to serve with the Allen Arts Alliance until 2017.
She lives in Allen with her husband, Mark.
