Home Repair Assistance Programs

The City operates three home repair assistance programs. With few exceptions, all three are geared towards income qualified residents who own homes in Allen’s aging neighborhoods (Windridge, Oak Hill, Hillside Village, Timberbend and Collin Square).  All three programs generally follow the same program guidelines, application process and are dependent on available funding.  A summary of the programs are as follows:

1. Community Development Block Grant (CDBG) Housing Rehabilitation Program funded by HUD.

This program is restricted to qualified homeowners residing in one of the City’s
target neighborhoods and provides necessary repairs to ensure compliance with health and safety codes. Assistance is provided as a five-year forgivable loan. A more detailed summary is available here.

2.    CDBG Urgent Repair/Accessibility Program Funded by HUD.

This program is offered citywide for income eligible homeowners. It is intended to address urgent repairs that pose an immediate risk to homeowners’ health and safety and/or accessibility improvement for elderly or disabled homeowners. Examples of urgent repairs include, HVAC replacement, water heaters, and plumbing repairs. Examples of accessibility improvements include, handicap ramps, grab bars in showers, handicap accessible toilets, etc. Both urgent repairs and accessibility improvements are capped at $5,000. 3.    Property Improvement Program (PIP) funded by various grants and donations.

The PIP is the City’s newest home repair program and is designed to address minor exterior repairs, such as fence replacement and exterior paint. The PIP is offered citywide for income qualified homeowners residing in homes 25 years old or older. It is implemented as a matching grant capped at $5,000.  A more detailed summary is available here.
