Service Rates & Penalty Fees

The City of Allen has established rates for utilities based on the cost of providing services. Water rates include costs from our wholesale water supplier North Texas Municipal Water District to maintain, supply and develop infrastructure to secure water resources for future needs. Increase in 2019 Water and Wastewater Rates 

In November 2019, the City of Allen adjusted water and sewer rates to cover increased costs. For Allen residents with average water use, this change increased water bills by approximately $8.33 per month.*

Why did rates change?

Like many North Texas cities, Allen purchases drinking water and the transport/treatment of sewage from North Texas Municipal Water District (NTMWD). This year, NTMWD’s wholesale water rates increased by 2.4% and wastewater transport/treatment rates increased by 19.5%. These increases pay for key projects that ensure safe, reliable drinking water for Allen residents, including an ozone disinfection system, new lakes and pipelines, water storage tanks and new wastewater plants. This rate change also helps pay for water and sewer system maintenance and other improvements to Allen’s water system required by state and federal governments.

*For residential accounts using 10,000 gallons of water per month, a $97.62 bill increased to $105.95. The average Allen resident’s annual water use is 113,448 gallons, or 9,454 gallons per month.

Utility Billing

  • $100 deposit to initiate new service
  • $50 additional deposit if account is cut off for non-payment

Residential Water

Minimum bill increases based on meter size.
Up to 1,500 gallons -5/8” standard meter $13.08 per month (minimum bill)
Up to 1,500 gallons - 3/4” meter $21.82 per month (minimum bill)
Up to 1,500 gallons - 1” meter $34.90 per month (minimum bill)

Residential Volumetric Rates -  Utility Billing uses a tiered water conservation rate structure.
1,501 to 15,000 gallons $4.32 per 1,000 gallons
15,001 to 25,000 gallons $5.41 per 1,000 gallons
25,001 to 50,000 gallons $6.76 per 1,000 gallons
More than 50,001 gallons $10.37 per 1,000 gallons

Residential Sewer

Based on water usage.
Up to 1,500 gallons $27.43 per month (minimum bill)
Next 8,500 gallons $3.38 per 1,000 gallons not to exceed 10,000 gallons
Maximum bill 10,000 gallons $56.16 maximum

Residential Drainage

Monthly Fee for Single Family Residential $3.50 per month
