Right-of-Way Management

The Right-of-Way & Utility Group is responsible for the review, inspection and permitting for work to be performed by the Franchise Utility Companies within the City of Allen Right-of-Way to ensure the utilities within the ROW are protected.

All construction to be done in the City of Allen Right-of-Way requires a permit from the Engineering Department. Below are the steps to follow when applying for a permit.

Determine if a Construction Permit is Required

A permit is required if you will be digging:

All franchise utility work performed in the public ROW shall obtain any and all required construction permits per local, state and/or federal law. The City of Allen will not accept any operational control as defined in the TCEQ construction general permit TXR150000 for any franchise utility projects performed in the public ROW.
